Teen charged in Mass. teacher killing due in court

A 15-year-old Massachusetts boy charged with killing his math teacher is returning to court Thursday for arraignment on a second rape charge.

Philip Chism is charged in the October killing of Colleen Ritzer, a 24-year-old teacher at Danvers High School.

Chism has pleaded not guilty to charges of rape, robbery and murder. He was indicted last week on the initial rape charge. In court documents filed last week, state police say Chism admitted killing Ritzer but denied raping her.

Police say they want to conduct a forensic examination of Chism's cellphone to see if he memorialized the killing in photos, video or audio recordings.

Authorities allege Chism raped and killed Ritzer after she asked him to stay after school for extra help.

Chism's arraignment is in Salem Superior Court.


Minn. Supreme Court dismisses Vikings stadium suit

Minnesota's Supreme Court on Tuesday dismissed a lawsuit challenging the funding plan for a new Vikings football stadium, eliminating a legal obstacle that threatened a last-minute derailment of the project.

Minnesota finance officials postponed a $468 million bond sale while the case was pending. After the ruling, the chairwoman of the government authority managing the construction said she believed the project could be kept on schedule, despite earlier worries about possible delays and cost overruns.

"We are confident that we will be able to move forward very quickly, to get the financing in place for the bond sale and to keep things on track," said Michele Kelm-Helgen, board chairwoman for the Minnesota Sports Facilities Authority.

The nearly $1 billion stadium, on the Metrodome site in downtown Minneapolis, has a planned opening of July 2016.

Doug Mann, an activist and former Minneapolis mayoral candidate, filed the Supreme Court lawsuit on Jan. 10, arguing the stadium funding plan was unconstitutional. But the state's highest court disagreed.

State law "does not confer original jurisdiction on the court to resolve all challenges to legislation authorizing the use of appropriation bonds," the court's five-page ruling read. It was unsigned and issued "per curiam," meaning on behalf of the entire court. Justice Alan Page, a former Minnesota Vikings player, did not participate.

Court: Texas can use existing voting maps in 2014

A federal court said Friday it will not delay Texas' primary elections and ordered the state to use political maps drawn by the Legislature — but only temporarily, while the judges sort out a complex and possibly precedent-setting lawsuit.

The three-judge panel in San Antonio gave both sides in the lawsuit over Texas' voting maps reason to claim victory. The court will not draw its own map for the 2014 elections, as civil rights groups wanted, but it also did not throw out the lawsuit completely, as Texas Attorney General Greg Abbott requested.

The court order, signed by all three judges, also allows the civil rights and minority groups to argue that all changes to Texas election law should be reviewed by federal authorities before they can be implemented. The Justice Department has sought to intervene in the case after a recent Supreme Court decision requiring Congress to make changes to the Voting Rights Act.

The fundamental issue of the lawsuit, filed in 2011, is whether the Legislature illegally drew political maps that intentionally diminish the voting power of minorities in Texas. Abbott's office has argued in court papers that Republicans who control the Legislature drew maps to boost the chances of their party — which is legal — and that if minorities who vote predominantly Democratic are hurt as a result, that does not constitute a civil rights violation.
